The Centre for Policy Research (CPR) is a leading nonprofit, nonpartisan independent policy research institution dedicated to conducting studies that contribute to a more robust public discourse about structures and processes that shape life in India. Its objectives include developing and disseminating substantive policy options on matters relevant to the Indian polity, environment, economy and society. This award enables CPR to study existing governance and institutional frameworks guiding the delivery of climate policies in India, and to recommend measures and methods that will lead to stronger alignment of the design, delivery and evaluation of climate policies. In addition, this award supports CPR to use the issue of air pollution reduction as a test case to apply recommendations emerging from the larger study and to adopt a constructive multi-stakeholder approach.  

The Centre for Policy Research is an independent, nonpartisan research institute and think tank. Its mission is to undertake research that contributes to a more robust public discourse about the structures and processes that shape life in India. Consistent with this mission, this project helps to shape the agenda for policymaking in the areas of climate, energy and environment, and particularly the linkages across them. While Indian policymaking in these areas suffers from implementation challenges, they are often rooted in the absence of a larger vision that is reasoned, well argued, empirically supported, and publicly embraced. The project contributes to the development of a long-term, strategic vision for climate and energy futures in the context of India’s development challenges.

Suspension of FCRA license | What does the Centre for Policy Research do?  Premium

The delhi-based think-tank established in 1973 focuses on various areas of public policy and has worked with multiple central government ministries and state administrations.

The story so far: The Ministry of Home Affairs (MHA) on February 27 suspended the Foreign Contribution (Regulation) Act (FCRA) registration of the Delhi-based think tank Centre for Policy Research (CPR) for 180 days, citing “prima facie violation of FCRA provisions”. The suspension means that the association will not be able to receive any fresh foreign donations or utilise existing foreign donations without the Ministry’s clearance.

In September last year, the Income Tax Department conducted a survey of CPR’s Delhi office as well as the premises of another think tank and a charity body. In a statement issued after the FCRA suspension, the think tank said it was “absolutely confident” that the matter would be resolved “speedily, in fairness and in the spirit of our constitutional values”.

How was CPR born and who are its members?

Former Planning Commission member and author Dr. V.A. Panandiker founded the multidisciplinary public policy think tank in 1973 “out of a degree of frustration”, according to Yamini Aiyar, the current President and Chief Executive of CPR. In a podcast in 2021, when CPR completed 48 years, she explained the founder’s concern that while the government rightfully remained busy responding to day-to-day policy challenges, its ability to be “reflective” and look at the “short term from the perspective of the long term” remained limited as a consequence.

Thus, she said, the CPR was founded to bring the thinking and capacity to determine the long-term consequences of policies to the state. The vision was to build a “robust policy response” in a multidisciplinary fashion, so that economists, sociologists, political scientists, and their varied perspectives could interact with each other.

According to its website, CPR is “a non-profit, non-partisan, independent institution dedicated to conducting research that contributes to high-quality scholarship, better policies, and a more robust public discourse.”

The think tank engages in “advanced and in-depth research” on a range of policy-relevant issues, works closely with policymakers and stakeholders like governments, non-profits, and grassroots groups, and conducts workshops and seminars with a focus on India’s 21st-century challenges.

CPR is one of 24 research institutes that receive assistance from the Indian Council of Social Science Research (ICSSR) under the Union Ministry of Education, and is recognised by the Department of Science and Technology. According to an official statement released on March 1, after the 180-day suspension of its FCRA registration, CPR has partnered with several governments and grassroots organisations over five decades, including the Ministry of Environment, Forest and Climate Change; Ministry of Rural Development; Ministry of Jal Shakti; and the Governments of Andhra Pradesh, Odisha, Punjab, Tamil Nadu, Meghalaya, and Rajasthan, among others.

Former members of the CPR governing board include former Prime Minister Manmohan Singh and late Chief Justice of India Y.V. Chandrachud, while the current board features names such as former Foreign Secretary Shyam Saran, former Ambassador Chandrasekhar Dasgupta, and political scientist and educationist Meenakshi Gopinath. Faculty members include former deputy editor of the Indian Express Sushant Singh, author and journalist Harish Damodaran, and former World Bank Economist Jishnu Das. Before Ms. Aiyar took over as the President of the think tank in 2017, academician and columnist Pratap Bhanu Mehta was heading the organisation.

What are its areas of work?

The think-tank comes out with reports across policy areas such as economy, environment, climate change, air pollution, city planning, federalism, governance, social welfare schemes, land rights, social justice, health, public finance, energy, defence, international relations, and politics.Some of these projects are donor-funded and specific.

It has a set of research initiatives for both resident and visiting fellows. One of these is the accountability initiative under which CPR analyses the status, budget allocations, implementation, and gaps in government policies and schemes such as Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Pradhan Mantri Awas Yojana (PMAY), and PM-Poshan Shakti Nirman (formerly mid-day meal scheme). Other initiatives include the public policy and governance initiative, the land rights initiative, the climate, energy, and environment initiative, the scaling city institutions initiative, and the politics initiative.

Recent work by the think tank include an analysis of the country’s spending on social sector welfare schemes and on critical Ministries between 2008 and 2023, an analysis of election manifestos of parties since 1952, and a paper on developing effective asset monetisation models to help the government realise monetisation targets and generate revenue streams. Papers also cover issues like India’s climate and emissions pledges, border relations with China, and air pollution in Delhi.

The CPR website states that the “institution does not take a collective position” on issues and its scholars, including faculty, have “complete autonomy to express their individual views”.

Multiple faculty members have been vocal in the recent past about central government measures such as the Agnipath armed forces recruitment scheme, or the Prime Minister’s “revdi culture” remarks.

Where does it get its funds from?

CPR receives a recurring grant from the ICSSR, which forms a small part of its annual funding. The think tank routinely receives funds and grants from foreign contributors including the Australian and British High Commissions, the Bill and Melinda Gates Foundation, Ford Foundation, the legal empowerment group Namati, the philanthropic investment firm Omidyar Network Fund, Germany’s Rosa Luxemburg Foundation, and the William and Flora Hewlett Foundation. The list of Indian contributors, according to its 2021-22 Annual Report, includes project-specific and general grants from the Azim Premji Foundation, the Indian Council of Medical Research, the Ministry of External Affairs, the Ministry of Water Resources as well as the Governments of Meghalaya and Andhra Pradesh. According to the report, the World Bank and UNICEF are also among major grantors.

When the Income Tax department surveyed the think tank’s office last year, CPR said in a statement that it had “all requisite approvals and sanctions, and is authorised by the government as a recipient under the Foreign Contribution (Regulation) Act”.

Ashoka University sets up Isaac Centre for Public Policy aimed at hosting research on public policy programmes & more

Ashoka University has established the Isaac Centre for Public Policy (ICPP) which will introduce public policy programmes and commission advanced interdisciplinary research.

The Centre is aimed at contributing towards accelerated, inclusive, and sustainable growth that will enable India to become a $10 trillion economy by 2035, a press release informed.

It will collaborate with leading public, private, and non-profit sector stakeholders to identify research gaps linked with policy-making and implementation.

The Centre was founded through a grant from the Ajit Isaac Foundation (AIF), a philanthropic organisation established by the Founder & Chairman of Quess Corp Ltd., Ajit Isaac, and his wife, Sarah Isaac, who also serve as Distinguished Founders and Trustees of Ashoka University, the release added.

Notably, with the latest endowment, Ajit Isaac will join the ranks of Ashoka University’s top-tier donors who have made significant contributions of over ₹ 100 crores.

Sarah Isaac stated that the establishment of the Centre comes in line with the University’s philanthropic vision to build an academic institution that can help create social impact at scale and contribute to nation-building.

Likewise, Ajit Isaac stated, the Centre will primarily create a research environment allowing experts across domains to help find scalable solutions to pressing and complex policy challenges in areas such as economic development, labour and employment, healthcare, gender, and fiscal policy to name a few.

Prachi Mishra, Director and Head of Isaac Centre for Public Policy, stated that the Centre will utilise the significant position of Ashoka University to engage with public policy experts and become a hub for research-based interventions that contribute towards socio-economic development.

It may be mentioned here that the Centre will offer key undergraduate-level programmes in Economics and Public Policy.

Additionally, it will provide graduate and executive-level programmes.

As informed in the release, the ICPP will focus its initial research efforts on the following priority areas:

• Public Finance

Ashish Dhawan, Founding Chairperson, Board of Trustees at Ashoka University said, “Since its inception, Ashoka University has fostered an environment of meaningful research across disciplines, to address complex challenges facing the nation.”

“A key challenge of policy making, and implementation is that unit-level issues are not adequately accounted for due to lack of sufficient ground-based evidence. This Centre will fill that critical gap to make the policy-making and implementation process more informed,” he added.

Meanwhile, the Centre’s advisory committee includes Ashoka University founders, Ajit Isaac and Ashish Dhawan. It also has veteran bureaucrats including Sushama Nath, former Finance Secretary, Tarun Bajaj, former Revenue and Economic Affairs Secretary, KP Krishnan, former Secretary of the Ministry of Skill Development and Entrepreneurship, Dr Sekhar Bonu, a senior fellow at NITI Aayog, and Anup Wadhawan, former secretary at Ministry of Commerce.

World Innovation Summit for Health (WISH) 2024: ‘Humanizing Health: Conflict, Equity and Resilience’

The World Innovation Summit for Health (WISH), an initiative of Qatar Foundation for Education, Science and Community Development, will take place from 13–14 November 2024 in Doha, Qatar. WISH is a global healthcare community dedicated to capturing and disseminating the best evidence-based ideas and practices.

In December 2023, following discussions between Her Highness Sheikha Moza bint Nasser, Chairperson of  Qatar Foundation and WHO Director-General Tedros Ghebreyesus, WISH and WHO  established a strategic partnership , formalising a longstanding relationship between the two organizations, building on a track record of impact and reflecting joint resolve to focus attention on solving pressing global health challenges.

Over two days, more than 2,000 health policy makers, innovators, entrepreneurs, researchers and practitioners will convene at the Qatar National Convention Centre to look for innovative solutions to some of the world’s biggest health challenges. The theme of this year’s summit is  ‘Humanizing Health: Conflict, Equity and Resilience’  and will highlight the need for progress in health to support everyone, leaving nobody behind and building resilience, especially among vulnerable societies and in areas of armed conflict.

WISH and WHO are collaborating to create a series of evidence-based reports and policy papers that will be released at WISH. The reports aim to provide policy recommendations for innovative, practical solutions to strengthen people-centred health systems that can provide equitable, accessible and quality health for all individuals, families and their communities. The WHO-led reports, featured within plenary sessions, focus on elimination of tuberculosis, the growing importance of palliative care, and protecting health in armed conflict.

Reflecting the importance of translating research into practical solutions, additional sessions will be structured around WHO-led policy papers on community engagement and indigenous health, women’s cancers in the Eastern Mediterranean Region, and women in the health and care workforce in the Eastern Mediterranean Region.

Within the overall theme, November’s global gathering will feature four ‘tracks’, categorizing sessions into sub-themes:

• Health and armed conflict, covering pain management, disability, hunger and mental health
• Health of vulnerable and minority populations, considering TB in refugees and migrants and palliative care
• System level innovation and change, such as antimicrobial resistance and the ethics of AI in health
• Community-led engagement and interventions, including obesity and women’s cancers in the region

The biennial meeting will feature more than 200 experts in health speaking about evidence-based ideas and practices in healthcare innovation to address the world’s most urgent global health challenges.
